On my desktop pc I have a mouse with a wheel on top. If I hold down ctrl and
move the wheel it will increase the text size automatically in an internet
explorer browser.

Is it possible to do this somehow on my laptop wth a touchpad? Is there a
function key that can do this, or another shortcut?

I suggest you use Mozilla Firefox as you can simply use ctrl +/- to
adjust the text size.
